An NABC is issued if the birth certificate of the person is not available. The term Non-availability of birth certificate (NABC) document (NABCs) refers to unregistered births. An NABC may be issued instead of a Birth certificate in the event there is no birth record available. If the local registrar signs an NABC, there is no birth record in government records. USCIS does not require a Birth Certificate if this alternative is available.
